Liquor Licenses

New liquor licenses and renewals are handled electronically by the Iowa Alcoholic Beverages Division and also require paperwork to be submitted to the City Clerk’s office. The processes for new liquor license applications, liquor license renewal applications, temporary outdoor service areas and permanent outdoor service areas are outlined below.

New Liquor Licenses
1. Complete and submit a liquor license application to the City Clerk’s office. All new establishments must complete the permit form, sketch of premises and DCI background check form. Establishments that will be selling liquor for on-premises consumption must also complete the Application for Exemption forms. To print a copy of the new liquor license packet, please click here.
2. Complete an application on the Iowa Alcoholic Beverages Division’s website: https://abd.iowa.gov/licensing
3. Provide a copy of the notarized statement from the Iowa Alcoholic Beverages Division’s application (last page of online application) to the City Clerk’s office. The Notary Form can also be found: https://abd.iowa.gov/licensing/insurance-licensing-forms.
4. Provide a copy of the lease or purchase agreement for the premises to the City Clerk’s office.
5. Receive approval from the Police Department, Fire Department, Building and Neighborhood Services Department and the Iowa Department of Inspections and Appeals and submit approval to the City Clerk’s office.
6. Pay the required $75.00 fee to the Finance Department at City Hall or online (choose Misc Clerk fees for online payments).
7. Once all the previous steps have been completed and the license is listed as “Submitted to Local Authority” on the Iowa Alcoholic Beverages Division’s website, then the application will be placed on the next agenda of the Council’s Committee of the Whole meeting.
8. After receiving approval at the Committee of the Whole meeting, the application is forwarded for final approval at the next City Council meeting.
9. After approval is received at the City Council meeting, the application is approved on the Iowa Alcoholic Beverages Division’s website by the City Clerk and the process is completed with the City.
10. The Iowa Alcoholic Beverages Division emails all liquor licenses to the licensee to the email address submitted with the online application. It is the responsibility of the licensee to print and post their license in their establishment.

Liquor License Renewals
1. Complete and submit a liquor license renewal application on the Iowa Alcoholic Beverages Division’s website: https://abd.iowa.gov/licensing.
2. Pay the $75.00 fee to the Finance Department at City Hall or online (choose Misc Clerk fees for online payments).
3. Establishments that sell liquor for on-premises consumption must also complete the Application for Exemption forms every year with their renewal. To print a copy of the exemption forms, please click here.
4. Once the previous steps have been completed and the license is listed as “Submitted to Local Authority” on the Iowa Alcoholic Beverages Division’s website, the renewal application will be placed on the next agenda of the regular City Council meeting for approval.
5. After approval is granted at the City Council meeting, the application is approved on the Iowa Alcoholic Beverages Division’s website by the City Clerk and the process is completed with the City.
6. The Iowa Alcoholic Beverages Division emails all liquor licenses to the licensee to the email address submitted with the online application. It is the responsibility of the licensee to print and post their license in their establishment.

Temporary Outdoor Service Area Licenses
1. Complete and submit the Temporary Outdoor Service Area application to the City Clerk’s office. To print a copy of the Temporary Outdoor Service Area Application, please click here.
2. Complete an application on the Iowa Alcoholic Beverages Division’s website: https://abd.iowa.gov/licensing.  
Note: dram insurance must cover the temporary outdoor service area.
3. Receive approval from the Police Department, Fire Department and Building and Neighborhood Services Department and submit approval to the City Clerk’s office.
4. Once all the previous steps have been completed and the license is listed as “Submitted to Local Authority” on the Iowa Alcoholic Beverages Division’s website, the application will be placed on the next agenda of the regular City Council meeting for approval.

Permanent Outdoor Service Area Licenses
1. Complete and submit application form with the Building and Neighborhood Services Department.
2. Complete an application on the Iowa Alcoholic Beverages Division’s website: https://abd.iowa.gov/licensing.  
Note: dram insurance must cover permanent outdoor service area.
3. Receive approval and complete inspections with the Police Department, Fire Department and Building and Neighborhood Services Department, and Zoning Board of Adjustment and submit approval to the City Clerk’s office.
4. Once all the previous steps have been completed and the license is listed as “Submitted to Local Authority” on the Iowa Alcoholic Beverages Division’s website, the application will be placed on the next agenda of the regular City Council meeting for approval.
5. After approval is granted at the City Council meeting, the application is approved on the Iowa Alcoholic Beverages Division’s website by the City Clerk and the process is completed with the City.
